Adding new users

I have been able to log in as the admin, however I cannot add new users and new users cannot add themselves from the home page.
Is this a database connection error? The error message is below:

Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator to inform of the time the error occurred and of anything you might have done that may have caused the error.

Update from Go Daddy.
It's a scripting issue. I am in way over my head trying to make this work.
Here is the newest error message:
Microsoft JET Database Engine error '80004005'

Operation must use an updateable query.
